No, Goodrich has two building authorities. Homes inside the Village of Goodrich go through the village's own building department, and homes in Atlas Township around the village go through the Atlas Township building department, which the township ordinance names as its enforcing agency. Both use a Goodrich mailing address. For homes inside the village, the State of Michigan issues electrical, mechanical, and plumbing permits, not the village.

Atlas Township's building page says all contractors must be registered with the township, with a $15 registration fee that falls on the contractor. Ask a contractor whether they are registered in your township before the work starts.

Under the township's zoning ordinance, no permit is valid until the fee is paid, and the fee is figured from a signed statement of what the work will cost. If the building inspector's estimate was lower than the actual cost, the applicant owes the difference before the certificate of occupancy and compliance is issued.
